You have been hit by a PPC. It has a EMP discharge which breaks your HUD (and infrared).

Here is my question, why doesn't our equipment shutdown when we get caught in an EMP (I can't type that without thinking of RvB) "Whats an E.M.P.?Everyone knows it's an Emp!"

Your equipment doesn't shut down because it has significant shielding to attempt to mitigate the effects of an electromagnetic pulse - as a result, all that occurs is a significant amount of HUD interference and electronic scrambling. It's irritating, but that's basically what happens when you get smacked by a PPC or hit with any kind of electromagnetic pulse of significant size. What's important is that all vital electronics are still 100% functional, meaning you can still shoot and move.
